2014 a year to remember
The year 2014 was quite unusual in Brazil. We hosted the World Cup of Soccer, had the carnival in March, street protests to end corruption and improvements in health, education and transport. We still had elections and allegations of corruption in public companies. A year really different, but we hope will be a turning point and that citizens are able to see positive changes happening.
In the midst of this turmoil, companies of all sectors had to play their businesses and make these moves would not undermine its performance. And information technology is today in every business. As representative of the sector entity, we continued to work to support the Brazilian software industry and services in the country, which includes more than 11,000 companies, most small and medium.
In addition to the services routinely provided to Members (including: legal advice, health insurance via Caesbra; legal publications; exclusivity certificates; combating piracy and working groups), this year has brought many opportunities for us to encourage this market over generator 1.3 million jobs for the Brazilian economy, considering all ICT professionals (Information and Communication Technology). As in every year, in the first half, disclose the study of the Brazilian Market for Software and Services, in partnership with IDC (International Data Corporation), which pointed the country in 7th place in the global IT market ranking in 2013 and in 5th place if we consider the ICT market.
We also held the third edition of “ABES Software Conference” seminar in which we treat, among other things, the issue of the new Anti-Corruption Law, blaming corporations for acts against public administration and allows a more legalized environment, making the country more competitive .
In the case of bills that pass in Congress and affect the IT industry, we have been focused on PL 366 amending the supplementary law 116, the possible risk of the companies have to pay the same tax more than once for different municipalities. Also focus for the MP651 was sanctioned in November, ensuring that the exemption from payroll to be extended, thereby benefiting the industry and with the conquest of including the Offshore services that were not included.
Special attention was focused on the conduct of the PLS 181/2014 (database protection) and also in subsequent acts the publication of Decree 8135 which provides for the general government data communications. We also work with the Federal Audit Court for the purpose of obtaining a limitation on the scope of Judgment No. No. 2859/2013-TCU.
This year, along with the Assespro and BRASSCOM, join sectoral CLAIMS and formulate a proposal that was presented to the candidates for the presidency so that we could address the points that we believe are important for the sector.
A traditional flag of ABES since its foundation, the fight against infringements of copyright was worked on several fronts through the entity’s Intellectual Property Defense Committee. Today, according to the survey conducted by BSA – The Software Alliance and IDC, Brazil has an index of 50% of software piracy, down 3% compared to the last survey in 2011.
Expanded the Entrepreneur Campaign Legal, which is intended to alert the Brazilian businessmen about the risks of illegal use of software. We update the Software Asset Management Manual, which now has an interactive and free version available on the entity’s website, with guidance on how companies should manage their software licenses, plus a version for iPad application.
To encourage innovation in Brazilian Software Industry and Services, expand our partnerships with incubators and technology centers. We now have 23 startups affiliated companies ABES through the program created by the entity that gives special conditions for these young companies can enjoy the benefits as associates and are able to grow.
In the second half, we made the disclosure of Innovative MSME credit line from BNDES facing small and medium sized companies in the IT sector, considered innovative. This initiative came from the board of Innovation and Development of ABES after research revealed that 44% of Software Companies do not know enough resources available for Innovation and Development. The disclosure was held in Florianópolis (SC), Porto Alegre (RS), Curitiba (PR) and São Paulo (SP). The credit line will fund up to £ 20 million in up to 120 months, with up to 48-month grace period for companies or group of companies with the maximum turnover of £ 90 million, with 4% interest, valid until the end of this year.
For 2015, a Gartner study shows growth of around 5% in IT investments in Brazil. A survey conducted during the 100 CIOs IT Leaders event pointed the expectation of these executives that their budgets are expected to grow 7% in 2015.
Even with an uncertain horizon, given the events of this year, these are information that helps us to stay focused at work. 2014 was a year with many challenges, but also opportunities to spur the industry. Do need a reliable public administration and a stable economy to help us in our growth, but we can not depend only on the government.
We must continue to charge those elected to exercise its functions properly, but above all, to further develop the technology sector in Brazil that shows, increasingly, a differential for different segments of the economy gain market and increase their competitiveness, especially in times of crisis.
