Planning is needed. And improvising is not accurate.

‎The summer comes to an end of his first month with a worrying picture for the country, especially in the Southeast: In addition to water shortages affecting much of the population of the metropolitan regions of São Paulo and Rio de Janeiro, the risk of blackout increases.

Some causes help explain the water and energy crisis never before seen in the history of this country: in addition to low rainfall for this time of year, paid by the lack of predictability and proper planning of infrastructure and supply in the main national economic axis.

In case of rain, its scarcity is due mainly to the effects of El Niño weather phenomenon characterized by excessive heating of the South Pacific waters, which, linked to the direction of Earth’s rotation, impact on the climate of the territories east of the ocean.

Lack of proper planning of the national infrastructure, suffer from the delay of projects related to the generation of electricity and sanitation. Thus, not only economic growth suffers from a bottleneck in their potential, but also pay the price of that delay: part of the electricity and water bills due to the additional costs to seek alternative and more expensive sources of water and energy, in part increased spending projects in arrears.

Changing this state of affairs is possible. Just the Government have more discretion and rigor in planning projects related to infrastructure, overseeing the implementation of activities to ensure the faithful compliance with the scope in good time, within the budgeted amount and with the required quality.

In addition, a long-term view of public bodies in relation to infrastructure arises, which implies massive and continuous investments in the areas of energy, telecommunications, transport and supply and professional management of projects in the portfolio, leaving indications political side in exchange for support for power projects. After all, a country only grows in a sustainable manner if it is built on a solid material basis.
